摘要
伴随社会经济的高速发展,拉萨市电动自行车保有量急速上升,其安全形势极为严峻.文章对拉萨市电动自行车的违法状况、道路交通事故情形、政府管理部门的相关道路安全管理等进行全方位的调研.发现:道路交通安全隐患大、社会需求强烈、法规政策不完善、源头监管缺失、路面执法易引发矛盾导致社会稳定风险等问题.基于问题导向,提出构建多部门联合监管常态化机制、依托属地政府管理部门广泛开展宣传教育、明确相关部门职责狠抓源头管理、完善法规政策并实施严格登记管理等管理对策.
Abstract
With the rapid development of social economy,the number of electric bicycles in Lhasa has increased rapidly,and its safety situation is extremely severe.This paper conducts a comprehensive investigation on the illegal status of electric bicycles in Lhasa,the situation of road traffic accidents,and the relevant road safety management of government management departments.It is found that there are problems such as large road traffic safety hazards,strong social demand,imperfect laws and policies,lack of source supervision,and road law enforcement,which can easily lead to contradictions and social stability risks.Based on the problem-oriented,it is proposed to build a normalized mechanism for multi-departmental joint supervision,relying on the local government management departments to carry out extensive publicity and education,clarify the responsibilities of relevant departments,pay close attention to source management,improve laws and policies,and implement strict registration management.
