摘要
文章探讨了拉萨市非机动车管理的相关问题.首先指出拉萨与国内外许多城市一样面临非机动车共性问题,以此基础上提出研究拉萨市非机动车管理的必要性和可行性;接着对非机动车的属性进行界定,对其所包含的种类从法理、国标层面进行框柱,为后续研究明确范围;以此为导向从多维度分析拉萨市非机动车管理的特性,体现拉萨市非机动车管理共性问题和特性问题.基于上述分析得出:强调在保障出行者的公正前提下管理好非机动车,同时管理部门要充分考虑当地多维度特性,不可盲目照搬其他地区政策.
Abstract
This paper discusses the related issues of non-motor vehicle management in Lhasa.Firstly,it is pointed out that Lhasa,like many cities at home and abroad,faces the common problems of non-motorized vehicles,and on this basis,the necessity and feasibility of studying the management of non-motorized vehicles in Lhasa are proposed.Then,the attributes of non-motor vehicles are defined,and the types included in them are framed from the level of legal theory and national standards,so as to clarify the scope for follow-up research.Based on this,the characteristics of non-motor vehicle management in Lhasa are analyzed from multiple dimensions,and the common problems and characteristics of non-motor vehicle management in Lhasa are reflected.Based on the above analysis,it is emphasized that non-motorized vehicles should be managed under the premise of ensuring the fairness of travelers,and the management department should fully consider the multi-dimensional characteristics of the local area,and should not blindly copy the policies of other regions.
