Establishing an Institutional Framework to Accelerate the Development of New Productive Forces
Throughout the history of the development of human productivity,new productive forces are essentially a qualitative state of advanced productivity.If the development of new productivity is the substitution and liberation of human physical labor,the new productive forces are,to a certain extent,the replacement and liberation of human mental labor,thereby significantly enhancing the level of the development of social productivity.The development of new productive forces is a process,which requires the original and disruptive innovation of science and technology to work in conjunction with the development of new quality industries.In order to accelerate the development of new productive forces,it is necessary to establish and improve the multi-level institutional framework of"top-level design—strategic planning—policy support—institutional guarantee".In terms of top-level design,the new national system can promote original and disruptive technological innovation;at the strategic planning level,national strategies should be carefully laid out to seize the lead in international competition;at the policy support level,financial support,fiscal subsidies,and tax incentives should work together in synergy;at the institutional guarantee level,institutional reforms in education,science and technology and talent should be promoted,along with improvements in distribution system and social security system.
