On the System of Cun-liu Yang-qin in the Qing Dynasty
The system of permitting criminals to serve their elders,known as cun-liu yang-qin(存留养亲),was established in the Northern Wei Dynasty and lasted for more than 1400 years until its abolition in the late Qing Dynasty.Building upon the legal framework inherited from the Ming Dynasty,the Qing Dynasty further refined this system through judicial practices and gradually formed a complete collection of laws(tiao-li条例),regulations(ze-li则例),and cases(cheng-an成案),which strictly prescribed the conditions of cun-liu yang-qin.The cun-liu yang-qin of the Qing Dynasty was the most complete and effective among all dynasties.As a clement policy,it significantly contributed to the promotion of filial piety and the implementation of ritual propriety by the rulers.
