农民参与乡村治理主体性提升研究

摘要
农民参与乡村治理并确保其主体地位对于推动农业农村现代化和维护乡村社会稳定至关重要.然而,长期以来农民在乡村治理中的被动地位导致他们缺乏"主人翁"意识,农民的主体性在农村治理中仍然相对较低.本文基于赋权增能理论,分析其与农民参与乡村治理理论的契合点.针对农民参与乡村治理主体性提升的困境,本文从制度赋权、组织赋权和文化赋权三个赋权层面以及外在增能和内在增能两个增能层面进行了农民参与乡村治理主体性提升的窘境分析.进一步结合"三个赋权"和"两个增能",探讨了如何提升农民参与乡村治理的主体性,以促进乡村治理的有效实施并实现农村社会的可持续发展.
Abstract
The text emphasizes the importance of farmers'active involvement in rural governance for the modernization of rural areas and social stability.It highlights the historical passive role of farmers in governance due to a lack of awareness,leading to low subjectivity of farmers in rural governance.Using empowerment theory,the paper examines the intersection with farmers'participation theory.It addresses the challenge of enhancing farmers'subjectivity in governance by analyzing institutional,organizational,and cultural empowerment,as well as external and internal empowerment.The paper proposes strategies to improve farmers'participation subjectivity,aiming to facilitate effective rural governance and sustainable rural development.
