The Exploration of Learn from the Experience of Rural Reform to Promote All-round Rural Revitalization
In the more than 30 years from the Third Plenary Session of the eleventh Central Committee of the Communist Party of China to the 18th National Congress of the Communist Party of China,rural reform has experienced four stages.The basic experiences of successful rural reform are as follows:recognizing and fully guaranteeing the autonomy of farmers,and taking the initiative of farmers as the starting point for formulating rural policies;Developing multi-ownership economy with public ownership as the main body,exploring and improving the effective form of realizing rural public ownership;Adhere to the market-oriented reform,inject new vitality into the rural economy;Fully respecting the peasants'pioneering spirit and rely on the masses to advance the great cause of reform;taking take the overall situation into consideration,attach great importance to agriculture,and making rural and urban reform work together and develop in a coordinated manner.Drawing on these experiences and promoting all-round rural revitalization,we must make solving problems related to agriculture,rural areas and farmers a top priority in the work of the whole Party,make ensuring adequate food for more than a billion people a top priority in running the country,stick to the path of agricultural modernization with Chinese characteristics,correctly balance reform,development and stability,promote gradual development,and strike a balance between efficiency and equity.
