摘要
对比欧盟、美国、韩国、日本、中国等化妆品生产消费主流国家或地区的化妆品安全风险评估机构设置、相关法规与技术文件、风险来源、工作程序等情况,分析我国化妆品安全风险评估工作存在的问题和差距,提出建立化妆品安全风险评估工作机制、我国化妆品消费者暴露量数据库、明确监管部门和技术支撑机构职能、相关工作程序、工作任务要求、工作下达机制等建议,为不断完善我国化妆品安全风险评估整体工作体系和提升化妆品安全监管科学水平提供参考.
Abstract
The mechanism of cosmetic safety risk assessment,including the organization,the rules and technical documents,the risk sources and the procedures,was contrasted among the European Union,the USA,South Korea,Japan and China.The problems in the safety risk assessment of cosmetics in China were analyzed,which were aimed to put forward the proposals to establish the safety risk assessment mechanism and domestic cosmetics consumer exposure database,etc.This study calls for the further clarification including the functions of regulatory authorities and technical support agencies,the procedures,the task requirements and the release mechanism to provide reference for improving the overall work system of cosmetics safety risk assessment and the scientific level of cosmetics safety supervision of China.
