Logical Conflict and Development Direction of China's Competitive Sports Competition System Reform under the Logic of Multiple Systems
The Report of the 20th National Congress of the Communist Party of China(CPC)clarifies the direction and orientation of the development of the Chinese competitive sport competition.Promoting the reform of the Chinese competitive sport competition system to help build a strong sports nation and advancing the modernization of Chinese-style sports have become an important issue.A logical examination of the reform of the Chinese competitive sport competition system from the perspective of the logic of multiple systems shows that the reform has formed the national logic based on the national development and the top-level design of the central government,the hierarchical logic based on the interest consolidation and the performance-oriented functional departments,the market logic based on the benefit priority and the rule-oriented industrial enterprises,and personal logic based on athlete right and interest protection and the fair competition.The game of interests of different actors leads to the conflicts of multiple institutional logics.There are conflicts between the logic of state and hierarchy,and between the logic of market and the logic of individual in terms of selection and execution,market defect and fairness demand;there are conflicts among hierarchical logic,market logic and personal logic in terms of power and contract pursuit and all-round development;there are conflicts between market logic and personal logic in terms of profit pursuit and interest protection.Based on the concept of collaborative governance,the development direction of the reform of Chinese competitive sport competition system was put forward:the central government should conduct top-level design under the guidance of competitive sports competition policy;local governments and their functional departments should optimize the competition governance model based on legal principle;industries and enterprises should promote market-oriented competition development mechanism,and athletes should participate in the improvement of the feedback and guarantee system supported by discourse.
