Text Analysis of Leisure Sports Policy in China since Reform and Opening-up
With NVivo14.0 software,this paper analyzes the literature measurement and content of 90 policy documents issued by Chinese government from 1979 to 2022 from the perspective of policy tools,aiming to summarize the rules from the differentiation and emphasis of each policy tool in policy research.The results show that from the perspective of proportion,the supply policy instruments account for the largest proportion in the policy documents;from the perspective of distribution,the sub-tools of each policy instrument are not distributed reasonably;On the whole,the sub-tools of Y element policy instruments are obstructed from most of the X-dimension policy instruments.Therefore,the following suggestions are put forward:to explore the"multi-coordination"policy making mode and optimize the configuration and combination of sub-policy tools;improve the application system of policy tools and optimize the layout of the three major policy structures;focus on the correlation between policies and ensure overall deployment.
