Efficiency of Public Sports Service in East China Based on DEA-Tobit Model
Public sports service is a type of sports service measure provided by the government to meet the sports needs of citizens,and efficiency evaluation is an important means to measure its development.A scientific evaluation of the efficiency of public sports services can objectively and clearly reflect the development of public sports services.The authors used the DEA model to calculate and analyze the efficiency evaluation indicators of public sports services in 6 provinces and 1 municipality in East China from 2016 to 2018,and used the Tobit model for empirical testing,exploring external factors that may affect the efficiency of public sports services.The result shows that:1)The comprehensive efficiency value of public sports services in East China from 2016 to 2018 was 0.931,the pure technical efficiency value was 0.992,and the scale efficiency value was 0.937,with the return to scale showing a decreasing trend.2)The level of regional economic development,population density,and the size of sports management personnel are positively correlated with the efficiency of public sports services,and negatively correlated with the level of education.The paper analyzes the efficiency issues and gaps in public sports services in East China based on the research results,and proposes the following countermeasures and suggestions:reducing regional weaknesses and promoting collaborative development;adjusting resource allocation and improving supply quality;establishing a sound supervision mechanism and improving the management system.
