摘要
公共体育场馆运营商评价是我国公共体育场馆经营权改革的重要理论与实践问题.运用文献研究法、访谈法、德尔菲法、层次分析法、数理统计法等方法,依据委托代理等理论,以信息不对称为逻辑起点,从吸引力、管理力及影响力3个维度构建了包含3个一级指标、11个二级指标和41个三级指标的公共体育场馆运营商评价指标体系.构建公共体育场馆运营商评价指标体系,既可以为公共体育场馆委托方遴选、激励及监管场馆运营商提供参考,又可以为场馆运营商提高经营管理水平提供参照,同时也是消除公共体育场馆委托管理中各个利益相关方之间信息不对称弊端的重要举措.
Abstract
The evaluation of public sports venues operators is an important theoretical and practical issue in the evaluation of the effect of the reform of the right to operate public sports venues in China.Using methods such as literature research method,interview method,Delphi method,hierarchical analysis method,mathematical statistics method,etc.,based on the principal-agent theory,and with the logical starting point of information mismatch,we constructed the evaluation index system of public sports stadium operators,which contains 3 first-level indexes,11 second-level indexes,and 41 third-level indexes,in 3 dimensions:attractiveness,management power,and influence.Constructing the evaluation index system of public sports venues operators can not only provide reference for the selection,incentive and supervision of operators by the commissioning parties of public sports venues,but also provide reference for the operators of public sports venues to improve their operation and management level,and it is also an important measure to avoid the disadvantages of asymmetry of information of various stakeholders in the commissioning and management of public sports venues.
