摘要
高效能治理是国家治理现代化的重要特征.人民至上为价值导向的高效能治理具有有效性、人民性、协同性、系统性和精准性等显著特征.当前,我国的高效能治理研究尚处于起步阶段,主要围绕高效能治理的概念与评价标准、理论基础、治理模式、开展场域、实践问题以及实现路径等方面展开,这为深入研究高效能治理奠定了基础,但还存在着直接研究成果较少、系统化程度不够、理论程度提炼相对不足、评价标准不够明确、路径研究不够聚焦等问题.把制度优势更好地转化为国家治理效能是实现中华民族伟大复兴的客观需要,这就必须着力推进高效能治理基本概念、评价指标、治理机制等方面深入系统的研究,同时要更加注重以高效能治理引领高质量发展,积极提炼高效能治理的中国样本和中国经验.
Abstract
High-efficiency governance,guided by the value of prioritizing the people,is an important feature of national governance modernization.It encompasses effectiveness,a people-oriented approach,collaboration,systematic implementation,and precision.At present,research on high-efficiency governance in China is still in its early stages,primarily focusing on concepts and evaluation criteria,theoretical basis,governance models,development fields,practical challenges,and implementation paths This lays the founda-tion for in-depth research on high-efficiency governance.However,there remains a scarcity of direct research results,a lack of systematization,insufficient theoretical refinement,unclear evaluation standards,and limited focus on path research and related issues.Transforming institutional advantages into national governance effi-ciency is an objective need to achieve the great rejuvenation of the Chinese nation.Efforts should be made to promote in-depth and systematic research on the basic concepts,evaluation indicators,and governance mech-anisms of efficient governance.We should pay more attention to using high-efficiency governance to lead high-quality development,and actively extract Chinese samples and experiences of high-efficiency governance.
