As key players in the practice of whole-process people's democracy,grassroots people's congresses play a crucial role in promoting the practice of democracy at the grassroots level.Based on the"structure-process"research paradigm,a"value-institution-action"framework is used to analyze the logical connection between grassroots people's congresses and whole-process people's democracy.It provides the theoretical foundation for understanding"why,""what",and"how"to practice.In value logic,grassroots people's con-gresses unify representation and recognition,participation and response,and legislation and good governance in practicing whole-process people's democracy,reflecting the most inclusive,authentic,and effective demo-cratic values.In institutional logic,the system of people's congresses and grassroots self-governance together provide the legitimacy for grassroots people's congresses to practice whole-process people's democracy.In ac-tion logic,grassroots people's congresses must convert institutional strengths into effective actions through im-plementation,promoting the continuous expression and realization of public opinion and improving grassroots governance effectiveness.In the new era,grassroots people's congresses should focus on four dimensions:People's orientation,legislative drive,supervision and implementation,and technological empowerment,col-laborating to optimize the path of whole-process people's democracy.
