Regulating and Guiding the Healthy Development of Capital:Characteristics,Challenges, and Practical Approaches
Under the socialist market economy, capital is an essential factor in promoting the development of social productive forces, operating in accordance with the institutional attributes of the socialist market economy system. However,it is also crucial to recognize the cyclical crises arising from quantitative changes and the potential power threats stemming from the profit-driven nature of capital.Currently,China's utilization of capital to accelerate the process of Chinese modernization faces several challenges, including a relative shortage of total capital, structural imbalances, and the disorderly expansion of financial platforms, which lead to real-world issues. To regulate and guide the healthy development of capital in the new era,it is necessary to establish normative forces beyond capital and labor, promote the equal, benign, and common de-velopment of all forms of capital, stimulate vitality, and enhance quality in resolving capital imbalances.More-over,setting up legal"traffic lights"and comprehensively strengthening capital supervision are essential.
