In the face of social transformation leading to increasing differentiation,fragmentation,and atomisa-tion in grassroots society,promoting Party building to lead the construction of grassroots governance communi-ties is a practical strategic choice.The establishment of"second secretaries"not only meets the requirements for strengthening the Party's grassroots organization,but also addresses the new governance challenges in the context of social mobility and urban-rural integration in mega-cities.In practice,the"second secretary"sys-tem integrates and mobilises multiple stakeholders through three mechanisms:value integration,interest inte-gration,and information liaison,thereby promoting the formation of a grassroots governance community.This provides a practical reference for the construction of grassroots governance communities led by Party building in mega-cities.
