From"Fragmentation"to"Integration":Optimizing the Supply of Rural Public Services
Rural public service provision,the fundamental approach to addressing the issues concerning agri-culture,farmers,and rural areas,is a crucial tool for enhancing grassroots governance effectiveness.From the perspective of holistic governance,a four-dimensional framework for analyzing rural public service provision was developed,including value concepts,technical tools,organizational structures,and operational mecha-nisms.It is found that the supply of rural public services lead to fragmentation challenges,such as the dishar-mony between hardware and software,low adaptability of digital technology,departmental segmentation,and unbalanced resource allocation.The formation of the"fragmentation"predicament is attributed to factors such as mismatch between supply and demand and the political promotion competition,the insufficient integration of digital technologies and the low digital literacy of farmers,the barriers of departmental interests and the pres-sure-oriented system,and the lack of synergy among multiple subjects and local fiscal pressure.Grassroots governments should take measures such as adhering to leading development orientation with people's demands,stimulating internal vitality,building information sharing platforms,empowering villagers with digital intelligence,clarifying the boundaries of supply responsibility and setting up coordination central institu-tions,and improving the integration working mechanisms and building a community of mutual trust and assis-tance,to achieve the transformation of rural public service supply from"fragmentation"to"integration".
