With the acceleration of the modernization process of grassroots social governance,community delib-eration has become a key aspect of grassroots co-construction,co-governance,and shared benefits.Using the meta-theoretical framework of the interactive ritual chain,the process of co-governance innovation in commu-nity deliberation can be divided into three stages:The traditional development period,the implementation peri-od of measures,and the innovation transformation period.Significant differences exist in the interactive situa-tions,symbols,and emotions across stages.The dominant institutional logic and interactive elements of hetero-geneity give rise to two distinct grassroots co-governance models:The"resident-initiated model"and the"feedback-driven model".By identifying and adjusting interactive symbols,contexts,and emotions,different grassroots co-governance models can evolve into a higher form of"interactive co-governance"through the"social-civilian interactive co-governance transition path"and the"bilateral parallel co-governance path".
