How Effective Social Cooperation is Possible:An Attempt by Community Social Organizations
Urban community governance needs innovation.As the single hierarchical system has failed in resol-ving social conflicts and crises,the value of social cooperation is becoming more prominent.Within effective organizational mechanisms promoting social cooperation,community social organizations,characterized by au-tonomy,professionalism,flexibility,and openness,internalize the authority needed for social cooperation,promote the opening and communication across organizational boundaries,shape individual social behavior,fostering social consensus and trust through cultural integration and social capital,thereby fostering the con-struction of a social community.Each region should balance government guidance with the autonomy of commu-nity social organizations,highlight the equal partnership of community social organizations in social coopera-tion,achieve organic unity and cooperation between the government,social organizations,and enterprises,re-alize the synergistic effect of"social enterprises",ensure full interaction between the Party and elites of social organizations,and strengthen the stability of community social cooperation.
