From Indirect Management to Party-Building Leadership:Changes in the CPC's Leadership of Social Organizations and Their Dynamic Logic
The Party's leadership over social organizations is an important guarantee for promoting their high-quality development.In the new era,the Party's leadership over social organizations has gradually shifted from indirect management to direct Party-building leadership,from classified management to comprehensive leader-ship,from supervision and cultivation to integration and development,and from organizational coverage to inte-grated governance.The change in the Party's leadership over social organizations is the result of the interaction among the macro environment,institutional elements,and actors.The macro environment provides the driving force for this change,namely,the international and domestic environments accelerate the transformation of the Party's leadership over social organizations through pressure-inducing mechanisms.Institutional elements are the structural drivers of change.In other words,changes in the structural relationships among variables trigger institutional transformations in the Party's leadership over social organizations.Actors are the autonomous driv-ers of change,which means the actions of the ruling party,the government,and social organizations influence the direction of the transformation of the Party's leadership over social organizations.Therefore,to strengthen the Party's overall leadership over social organizations,we should build an integrated internal and external prevention and control system by improving the multi-collaborative governance mechanism and promoting the capacity building of relevant entities to form a coordinated pattern of co-management.
