Research on Comprehensive Innovative Management of Scientific Research Funds in Colleges and Universities under the Background of the Reform in Delegating Power,Improving Regulation and Upgrading Services
Deepening the reform in delegating power,improving regulation and upgrading services in science and technology field is a key measure to implement the strategy of rejuvenating China through science and education,reinvigorating China through quality workforce,and developing China through innovation.Under the guidance of the reform measures of delegating power,improving regulation and upgrading services,and the theory of comprehensive innovation management,the problems existing in the management of scientific research funds in universities are analyzed from four aspects:the lack of collaborative management of scientific research projects,the complexity of the management process of scientific research funds,the lack of autonomy of funds,and the illegal extracting of scientific research funds.Based on this,some suggestions are put forward for building an innovative scientific research management system,optimizing the management process of scientific research funds,expanding the autonomy of the use of scientific research funds,and strengthening the supervision and inspection of scientific research funds.
