Selecting 9 core policy texts for promoting the construction of highly skilled talents in China,using the PMC index model and considering the characteristics of China's highly skilled talent team construction,a policy evaluation index system including 9 primary and 35 secondary variables is constructed.Based on the PMC index and PMC curve,the primary variables and sub policies are evaluated and analyzed,and suggestions are proposed.
