中小学家长委员会政策执行的错位与归位——工具理性与价值理性的双重视角

摘要
中小学家委会是"建设依法办学、自主管理、民主监督、社会参与的现代学校制度的重要内容".从理论层面看,家委会政策执行的价值理性和工具理性应该从冲突走向融合.但是在实际政策执行中,由于价值理性的偏移与异化,工具理性的缺失与僭越,导致政策执行过程中价值理性和工具理性易于错位.因而要提升家委会政策执行的实效性,需要统合政策目标,坚守学生全面发展的价值理性引导;规范组织建设,明确家委会的角色定位与职责设置;创新运行机制,完善家委会内部外部监督评估机制.
Abstract
The Committee of Primary and Middle School Scholars is"an important part of building a modern school system of running schools according to law,self-management,democratic supervision and social participation".From the theoretical perspective,the value rationality and tool rationality of family committee policy implementation should move from conflict to integration.But in the actual policy implementation,due to the deviation and alienation of value rationality and the absence and arrogance of tool rationality,value rationality and tool rationality are easy to be misplaced in the process of policy implementation.Therefore,in order to promote the effectiveness of the implementation of the family committee policy,we must rectify the policy objectives and stick to the value rational guidance of students'all-round development;standardize the organization construction and clarify the role orientation and responsibility setting of the family committee;innovate the operation mechanism and improve the internal and external supervision and evaluation mechanism of the family committee.
