A Study on the Attention Allocation of Youth and School Physical Education Policy in the New Era Decade:Based on the Framework of"Structural Factor-decision Attributes"
Youth and school sports policies play an important"baton"role in guiding the high-quality development of youth and school sports.Through the methods of literature review,text coding and logical reasoning,and on the basis of constructing the analysis framework of"structural elements-decision attributes",this paper analyzes the attention allocation of youth and school sports policies in the new era by using the attention allocation theory.The study found that the youth and school sports policies in the decade of the new era have the characteristics of"stronger interaction between policies","wider integration into other fields"and"finer responsibility of compaction implementation",and the attention allocation distribution of the policy structure elements is different in the aspects of target positioning,resource input,process content and evaluation and supervision.The decision attribute dimension shows the policy attention allocation bias of different decision-making departments:the central government tends to build the public service system of youth sports,the education department focuses on the physical education teaching activities based on schools,the physical education department tends to focus on the physical training and competition,and other departments pay more attention to the health behavior based on physical fitness and health.
