Hierarchical Characteristics and Future Prospects of China's Ice and Snow Industry Policy:Based on the Analysis of 107 Texts of Ice and Snow Industry Policies at Different Levels
Using the LDA model,the study conducted theme mining and quantitative analysis of 107 ice and snow industry policies at the national,provincial and municipal levels to explore the related characteristics and main problems of different levels of policies.The study found that China's ice and snow industry policies have hierarchical characteristics,and different levels of policy focus is different.The main performance is that the national snow and ice industry policy theme focuses on the popularization of snow and ice sports,the development of snow and ice industry,the development of snow and ice tourism and other macro planning,reflecting obvious guiding characteristics;the theme of provincial ice and snow industry policy focuses on the medium support of mass ice and snow sports,ice and snow industry clusters,ice and snow tourism economy,which reflects the policy formulation mode of combining planning guidance and exploration experiment;the theme of municipal ice and snow industry policy focuses on micro-design such as ice and snow demonstration base,ice and snow consumption upgrade,ice and snow land layout,which reflects obvious management and control characteristics.On the whole,the above characteristics are consistent with the overall requirements for the high-quality development of China's ice and snow industry,but there are still problems such as vague policy objectives,insufficient policy prescription,weak policy supervision and weak policy support,which restrict the diffusion and transmission of China's ice and snow industry policies.Based on this,suggestions are put forward at three levels of policy formulation,policy implementation and policy supervision:optimize the combination of policy tools and increase the supply of policy elements of ice and snow industry;smooth the policy transmission chain and promote the effective implementation of ice and snow industrial policies;improve the policy supervision system,and strengthen the dynamic supervision of ice and snow industry policies.
