Performance of National Fitness Governance in Urban Communities under the Health Orientation of the New Era:Evaluation System and Case Study
Governance performance evaluation is an important goal to promote national fitness and achieve the goal of health promotion governance in the new era,and requires a scientific and reasonable performance indicator system for national fitness governance as support.By using the grounded theory method,the authors build a governance performance evaluation model,and taking Beijing as a case city,empirically analyze the performance level of national fitness governance of the six districts based on 2075 survey questionnaire data.The results show that the performance evaluation system for national fitness governance under the new era of health orientation includes three primary indicators such as resource investment,11 secondary indicators such as exercise awareness,and 37 tertiary indicators such as physical function improvement;among them,the result output is the most critical factor reflecting the performance of urban community national fitness governance.The overall performance index of the governance of national fitness in the six districts of Beijing is 1.125,some indicators'index are low,such as exercise effectiveness,humanized services,and information services,and falling into a weak performance range.There are both similarities and differences among different urban areas.The lag in updating concepts,insufficient digital investment,lack of scientific guidance,and limited diversified supply are the bottleneck factors that constrain the performance of the governance of national fitness in the six districts of Beijing.The following measures can be taken to improve the performance level:Reshaping the value logic of governance performance philosophy;creating community digital platforms from none to excellence;exploring the digital and intelligent mechanism of sports service delivery;and promoting the diversification and multiple sources of fitness governance subject.
