Implementation and Enlightenment of Solidarity Mechanism in International Football Transfer
The solidarity mechanism is an important component of the reward system for training of young players.This paper examines the implementation of the solidarity mechanism in international football transfers,summarizes the implementation experience,and proposes insights for implementing the domestic football transfer solidarity mechanism.The findings indicate that the effectiveness of the solidarity mechanism in international football transfers falls short of expectations and requires improvement in its implementation mechanisms.With the establishment of FIFA Cleaning House,a standardized implementation process for the solidarity mechanism has been developed,encompassing criteria for initiation,rights recognition,compensation payment,and dispute resolution.This process is centered on promoting club awareness and ensuring automatic compensation payments through digital complaint submission.Drawing from China's experience with implementing the solidarity mechanism in international football transfers,we address issues such as low club awareness,inadequate compensation guarantees,and a need to strengthen player transfer supervision within the domestic context.Recommendations include leveraging the Chinese Football Association's information platform to enhance club awareness of joint mechanism compensations;entrusting domestic clearing institutions with ensuring compensation payments;reinforcing supervisory responsibilities within the Chinese Football Association;and conducting rigorous reviews of player transfers.
