Theses on the Social Security System with Chinese Characteristics
The social security system with Chinese characteristics represents a novel institutional civilization in social security,characterized by the socialist system with distinct Chinese features and rooted in the genetic makeup of traditional Chinese protection mechanisms.The determinism of China's modernization path inherently shapes the specificity of China's social security system.Essential elements of this new institutional civilization include adherence to the fundamental principles of modern social security systems,the pursuit of common prosperity as an objective,and foundational institutional arrangements that coordinate primary distribution,redistribution,and tertiary distribution as essential conditions.It is also organically integrated with the socialist public ownership system and traditional Chinese protection mechanisms.The exploratory practices since the founding of the People's Republic of China have contributed to shaping the framework of the social security system with Chinese characteristics.However,the system is not yet mature,and there is an urgent need to clarify goals and development philosophy,correct the deviation of the policy path,leverage the advantages of China's system,and embark on the road of innovative development for the social security system that aligns with Chinese-style modernization.
