Navigating Social Security Challenges in Flexible Employment
Flexible employment has emerged as a crucial avenue for numerous workers seeking job opportunities and income.While its roots extend far into the past,notably preceding fixed employment,its substantial proliferation in contemporary China is closely linked to the mass migration of farmers to urban areas following the reform and opening-up policies.Consequently,social security measures for flexible employment have remained relatively inadequate in China.Through an analysis of the distinctive historical backdrop of the rise and progression of flexible employment in China,this paper delineates the challenges confronted by social security within the framework of flexible employment.The study proposes policy recommendations aimed at crafting a social security system tailored to new forms of employment,encompassing risk management by category,the establishment and fortification of a multi-pillar social security system involving diverse stakeholders,and the innovation of social insurance contribution collection and management.
