Utilization and Optimization of Home and Community-Based Elderly Care Facilities in China
Since the 19th National Congress of the Communist Party of China,various levels of Chinese governments have invested significant resources to enhance the coverage of home and community-based elderly care facilities.However,despite these efforts,the built facilities remain underutilized.This paper,utilizing the Anderson model and analyzing home and community-based elderly care services,institutions,facilities,and their interrelationships,constructs an analytical framework for evaluating the utilization of elderly care service facilities.Descriptive statistics derived from survey data collected from 17 communities reveal that the built home and community-based elderly care service facilities have not been effectively utilized.Binary logistic regression analysis identifies key factors contributing to this underutilization,including the mismatch between facility construction and the diverse needs of the elderly,financial constraints hindering the elderly's ability to pay for services,and a facility supply structure that fails to stimulate elderly willingness to pay.Recommendations for improvement include standardizing terminology related to home and community-based elderly care,delineating community responsibilities,and leveraging market forces to better address the diverse needs of elderly care.
