Three Transformations in the Development of Social Security Discipline
In the process of modernizing Chinese-style socialism,both the practical implementation and theoretical exploration of social security have advanced.The development of social security disciplines is poised to undergo three crucial transformations.Firstly,there will be a significant emphasis on engaging in research related to demographic issues,necessitating the clarification of fundamental concepts and a profound understanding of basic demographic theories.This emphasis stems from the recognition that all public policies and management are grounded in population policies,and social security,as a facet of welfare policies and management,is no exception.Secondly,every societal construct possesses its distinctive"universal light,"and in contemporary China,this illumination has shifted from"moderately prosperous"to"common prosperity."In light of this shift,the focal point of constructing the social security system will transition from"expanding coverage,""guaranteeing the bottom line,"and"assisting the weak"to"structural adjustment."Thirdly,the predominant research paradigm within social security will correspondingly shift from economics and sociology to management science.
