Innovations in Social Assistance for Migrants and Progressive Exploration of"Social China"
The rapid growth of cross-province migrants contributing to the development of a unified national market has generated a realistic demand for establishing and improving the social security system for migrants.Addressing migrants'needs through a"locally managed"social assistance system is a crucial step toward realizing the vision of"common prosperity"and building a"social China."This study,based on field research,analyzes existing explorations,practical challenges,and future prospects of social assistance for migrants.Two types of social assistance for migrants are identified:assistance provided by the place of habitual residence and assistance provided by the place of household registration.The former includes emergency assistance,special assistance,and basic living assistance based on habitual residence,while the latter involves cross-provincial and non-local verification and application of the minimum living standard guarantee(dibao).However,challenges such as fiscal pressure on local governments,variations in benefits across regions,cross-regional networking of household economic status verification platforms,and the identification and sharing of responsibility for long-distance dibao verification persist.The expansion and enhancement of social assistance for migrants can be progressively advanced by comprehensively extending emergency temporary assistance based on migrants'place of residence,gradually and conditionally extending special assistance to migrants,and promoting cross-provincial verification and non-local application for dibao.
