Fertility Support Policy under the"Dual Goal":Construction Logic and Implementation Path
From both theoretical and practical perspectives,the observed positive correlation between female employment and fertility rates in certain countries since the 1980s suggests that when formulating fertility support policies,consideration should be given not only to increasing fertility rates but also to prioritizing women's employment.Fertility support policies encounter complex policy environments,including socio-economic factors,labor markets,and family dynamics,necessitating a focus on system coordination and adaptation.This paper examines the construction logic of fertility support policies that balance work and fertility through the lens of the welfare-production regime.Utilizing the qualitative comparative analysis(QCA)method,the paper analyzes the policy effects of 24 representative countries and identifies two implementation paths:the enabling mechanism guided by public policy and the screening mechanism regulated by the free market.The paper confirms the effectiveness of policy synergy and strengthening effects resulting from institutional complementarity in fertility support policies.Moreover,through a comparison with China's context,the paper proposes suggestions for improving China's fertility support policies across three dimensions:enhancing active employment policies,designing an institutional model that combines flexibility and security,and achieving universal coverage through incremental policy interventions.
