Balanced Development of Elderly Care Services under the Strategy for Actively Responding to Population Aging
The 20th National Congress of the Party has placed great emphasis on achieving balanced development in elderly care services.Under the high-quality development pattern driven by the principle of balanced governance,the national strategy for aging has once again elevated the significance of achieving balance in five aspects:pattern,spatial distribution,mode,nature,and content of elderly care services.However,various imbalances currently exist in China's elderly care services,such as income disparities among the targeted beneficiaries,inflexible access criteria,and difficulties in maintaining operational mechanisms.In the proactive strategy to address population aging,it is imperative to achieve structural optimization,functional enhancement,and quality improvement of elderly care services,with a focus on the following key points:First,the foundational environment for the balanced development of basic elderly care services has been preliminarily established.Second,a scientific grasp of the trends in the distribution of aging populations in urban and rural areas is essential.Third,a change in the fundamental concepts of the current construction of the basic elderly care service system is necessary.Fourth,regional integration is an important step towards the balanced development of basic elderly care services.Fifth,adhering to the basic idea of national coordination in the basic elderly care service system is fundamental.Sixth,establishing a new pattern of authority for basic elderly care services is imperative.
