Using"Database Integration"as a Breakthrough:Pathways for Aligning Two Policies and Achieving Policy Integration
Aligning the policies for preventing poverty recurrence with the normalised assistance policies for low-income rural populations is a key focus during the transitional period.Against the backdrop of the government's digital transformation,merging the systems for monitoring poverty recurrence with the dynamic monitoring platform for low-income populations presents a feasible pathway for achieving policy alignment.This paper first identifies potential issues arising from the"separation of two databases,"such as separate monitoring,independent assessments,and categorised support for low-income rural populations,and empirically tests these challenges to demonstrate the significance of"database integration."Drawing from local practices in Longnan City,Ganzhou,Jiangxi Province,the study outlines the process of"database integration,"which includes:enhancing data sharing and comparability between the two systems,standardising monitoring content and criteria,enabling information transmission through open link ports,and expanding the monitoring scope to strengthen data functionality.Building on"database integration,"the study advocates for information integration to drive policy integration,thereby achieving unified monitoring and early warning,comprehensive assessments,categorised management,and coordinated assistance policies.Ultimately,this approach aims to establish an intelligent matching system for regularised support to low-income populations,encompassing basic living security,specialised assistance,development support,and emergency relief,and to upgrade the objectives of low-income population assistance.
