This paper conducts an empirical study using significant urban-regional planning in the Metro Vancouver area over the past century as samples.It elucidates the evolutionary process of planning concepts,methods,and functions in the Metro Vancouver area,dissecting the interactive relationship and mutual shaping process between regional development and planning.During the period of rapid urbanization in the Metro Vancouver area,planning,through spatial systems and land-use arrangements,established urban characteristics,clarified regional spatial development patterns,and guided the layout and evolution of regional spatial architecture.In the phase of stable urban development,planning focuses on human needs,environmental quality,and economic and social trends.It achieves overall,orderly,and sustainable development in the region through strategic guidance,transmission of policy frameworks,and implementation mechanisms involving multi-party coordination.The planning in the Metro Vancouver area is comparable to China's municipal master planning,and its planning concepts,methods,and functions offer valuable insights for the formulation of comprehensive urban planning at the city level in China.
