Effective governance of informal spaces stands as an inevitable concern in contemporary urban governance,crucial for fostering both urban vitality and staged and coordinated development.The lasting challenge of managing these spaces,epitomized by the"over-regulation stifles,while laxity leads to chaos"dilemma,persists unresolved.As China advances on its modernization journey,there's a clarion call for a"people-centered"approach to urban governance.Recognizing the growing integration of physical,social,and digital realms,this paper posits a new"Hybrid Community Building"paradigm for enhanced smart governance.Delving deep into its theoretical underpinnings,comprehensive framework,operational rationale,and functional dynamics,this research elucidates strategies to dynamically harmonize urban spatial resources,ensuring their demand-based,timely,orderly,and optimal utilization.The overarching objective is a comprehensive calibration of informal spaces,both at foundational and systemic levels.
