共同富裕视角下的城中村改造:理论关联和实践路径

共同富裕是中国式现代化的重要特征,分配制度是促进共同富裕的基础性制度,而城中村改造的本质是空间利益的再分配.论文认为,城中村改造与共同富裕之间存在紧密的理论关联:城中村改造需要将共同富裕作为目标,将新市民等弱势群体的利益分配纳入考量;共同富裕需要以城中村改造为契机和抓手,实现城市利益结构的优化调整.在实践路径上,可以通过优化城中村改造利益分配机制,利用村民回迁出租用房为新市民提供小面积可支付健康住房,为促进共同富裕创造基础条件,并以北京市东风乡为案例进行解析.基于此,提出以可支付健康住房为基础,通过制度性变革推动共同富裕的对策建议.
Urban Village Regeneration from the Perspective of Common Prosperity:Theoretical Correlation and Practical Path
Common prosperity is an important feature of Chinese path to modernization,and the distribution system is basic for promoting common prosperity.The essence of urban village regeneration is the redistribution of spatial interests.It should be noted that there is a close theoretical relationship between urban village regeneration and common prosperity:urban village regeneration should aim at common prosperity and take the benefits of vulnerable groups such as floating population into consideration;common prosperity needs to take urban village regeneration as an opportunity and realize the optimization and adjustment of urban interest structure.In terms of practice,this paper advocates optimizing the interests distribution of urban village regeneration and providing small-area affordable healthy housing for floating population using rental housing of villagers,which serve as the basic conditions for promoting common prosperity,and takes Dongfeng Town as an example to make a pertinent analysis.Based on that,this paper proposes policy suggestions and discusses practical paths to promote common prosperity through institutional changes based on affordable and healthy housing.
