The Dilemma Characterization,Generation Logic and Optimization Path of"Village-to-Residence"Community Public Service Supply——Discussion Based on the Perspective of Control Theory
Enhancing the inclusive and equitable provision of public services in"village-to-residence"communities holds significant practical importance in narrowing the gap between urban and rural public services and enhancing urban quality.This paper investigates public service provision in 20"village-to-residence"communities in Guangzhou.The findings reveal several challenges in the current state:Imbalanced supply and demand of public service facilities,the structure of public service investment is not well-defined,the population covered by public services is disproportionately distributed,numerous constraints on the quality of public services further complicate the effective provision of services.The above dilemmas can be analyzed from the perspective of control theory.During the transition from the"township-village system"to the"street-residence system"whereof,all parties involved exert an ambiguous approach to"goal-incentive"in the transfer of administrative power and financial power.It is suggested that,guided by the concept of inclusive and equitable value,the provision of public services in"village-to-residence"communities should align with the degree of public attribute to establish a"goal-incentive"supply system characterized by the integration of power and responsibility among multiple stakeholders is recommended.Innovations in the low-cost supply operation mechanism involving multiple stakeholders should be pursued to facilitate the transformation of public service supply responsibility from ambiguity to clarity and refinement.
