Research on the Development Status and Policy Optimization of High-Level Young Science and Technology Returnee Talents——Taking Shanghai as an Example
In the context of building a global science and technology innovation center city,the leading role of high-level young returnee talents in science and technology is more prominent.Based on the special survey and interview data of young scientific and technological talents in Shanghai in 2022,the pool of high-level returnee talents was studied in terms of their values,career development,and adaptation to life.The survey found that high-level young returnee talents are positive in their values,confident in their career development,integrated into the city in their life adaptation,and have achieved pretty well;however,there is still room for improvement in talent policies such as scientific research funding,platform support,and scientific and technological research breakthroughs.The work mechanisms such as talent incentives,talent evaluation,learning exchanges still need to be improved,and the work-life balance,family housing,children education and other talent services need to be improved.Finally,countermeasures and suggestions were put forward accordingly.
