The Impact of Social Long-Term Care Insurance on Medical Services and Costs——Empirical Research Based on Welfare Pluralism Theory
In order to alleviate the impact of population aging and the problems that disabled elderly people bring to family elderly care,long-term care insurance has been proposed and implemented as an important tool.The significance of implementing long-term care insurance lies in providing more suitable medical services and reducing the burden of medical expenses for the insured and their families.Therefore,the substitution effect of long-term care insurance on personal and family medical services and their expenses is very important.We conducted a study on the actual impact of long-term care insurance on medical services and costs for the elderly in 12 pilot cities,using the CHARLS database from 2013,2015,and 2018,combined with propensity matching model(PSM)and double difference method(DID),based on welfare pluralism theory.The research results have demonstrated that long-term care insurance has a significant substitution effect on outpatient frequency,outpatient expenses,and inpatient expenses,but its impact on inpatient frequency is not significant.
