Social-Technical System-Based Analysis of Security Governance for Urban Underground Pipeline Gas
In order to scientifically,systematically and coordinately carry out city security governance and strengthen city development resilience,based on the social-technical system theory,we apply case study,construct the corresponding analysis model,analyze the security issues and potential dangers of pipeline gas in Chinese cities.The results show that the safety production in this field(system)is still young,and the frequent occurrence of accidents is still the tip of the iceberg,and the problem is quite prominent.The reason is that from the perspective of the social system,there are not only historical problems,but also factors such as accelerated urbanization,lack of investment,and a weak social and cultural atmosphere,as well as severe practical challenges such as a weak safety technology foundation.The conclusion is that:the whole society should uphold the idea of"organic system"of coordinated development and safety,and adopt a multi-pronged approach in basic concepts,safety supervision,laws and regulations,technological transformation,safety investment,social culture,etc.,to promote nationwide synchronous reflection and reform,especially the strengthening of scientific governance at the three levels of top-level design and specific supervision and technical innovation.
