Analysis of MSWI Fly Ash Management Policy Standards and Disposal Progress in the Context of"Zero-Waste City"Construction
The incineration of domestic waste stands as a predominant technology in China,inevitably giving rise to the generation of municipal solid waste incineration(MSWI)fly ash.Classified as hazardous waste in the Directory of National Hazardous Wastes(Version 2021),MSWI fly ash security handling and disposal represent the pivotal"last kilometer"in the journey towards establishing a"Zero-Waste City".The enforcement of policies and standards pertaining to MSWI fly ash has fostered the development of a systematic and scientifical grounded fly ash management framework.The evolution of MSWI fly ash management policies and standards is delin-eated in different periods,tracing a trajectory from an exploratory initiation phase,primarily reliant on landfilling,to a comprehensive upgrading phase,co-processing in cement kilns is the mainstay,and the coexistence of other resource utilization methods is explored.Furthermore,a prospective analysis of fly ash disposal trends is provided,in which the preparation of non-fired building materials is one of the most promising development directions.Anticipating future developments,MSWI fly ash disposal is poised for regional industrialization,standardized systematization,reduction,high-value addition,and diversified resourcing.Such advancements hold the potential to furnish technical and industrial support that essential for the realization of"Zero-Waste Cities".
