我国矿山生态修复标准规范体系建设研究

标准规范是矿山生态修复技术和政策双轮驱动的重要衔接.通过系统梳理矿山生态修复相关的 176 项标准规范,分析了标准体系建设现状及存在的问题,进而提出针对性的对策建议.研究表明,我国矿山山生态修复工作基本形成了一套多层次、全覆盖、有特色的标准规范体系,国家标准发挥基石作用,行业标准突出专业优势,地方标准体系区域特点,团体标准作为有效补充.研究认为,应从 6 个方面强化矿山生态修复标准规范体系建设:强化基础理论建设,建立统一术语体系;系统把握工作需求,完善关键标准研制;重视生产矿山修复,补齐标准规范短板;结合区域矿产特征,健全地方标准体系建设;提升标准可操作性,强化实际应用效果;深化综合评估研究,形成科学验收标准.
Research on the system and policy of mine ecological protection and restoration in China
The standard specification is an important connection between the two-wheel drive of mine ecological restoration technology and policy.By systematically sorting out 176 standards related to mine ecological restoration,the status quo and existing problems of standard system construction were analyzed,and countermeasures and suggestions were put forward.The research shows that the ecological restoration work of my mine has basically formed a set of multi-level,full coverage and distinctive standard system,national standards play a cornerstone role,industry standards highlight professional advantages,local standards system regional characteristics,and group standards as an effective supplement.According to the research,the construction of the standard system of mine ecological restoration should be strengthened from the following six aspects:(1)Strengthen the construction of basic theory and establish a unified terminology system;(2)Systematically grasp the work needs,improve the development of key standards;(3)Pay attention to the restoration of production mines and make up the short board of standards;(4)Combined with the characteristics of regional minerals,improve the construction of local standards system;(5)Improve the operability of the standard and strengthen the practical application effect;(6)Deepen comprehensive evaluation research and form scientific acceptance standards.
