Industrial land supply access regulations are crucial policy tools for enhancing the quality and efficiency of industrial land use and promoting high-quality development.This paper elucidates the fundamental characteristics of industrial land supply access regulations and conducts an in-depth analysis of their impact on carbon emission reduction across four dimensions:functionality,scale,structure,and technology.Furthermore,to strengthen the carbon reduction effects of access regulations,the paper proposes several optimization suggestions:establishing carbon reduction goals within the regulation framework,directly incorporating carbon emissions into access criteria,enhancing the quantitative assessment of the carbon reduction effects of regulations,promoting effective integration between access regulations and the carbon trading market,and improving green financial support for land supply access regulations.
