摘要
探索低效工业用地再开发政策对推动工业用地节约集约利用、促进产业转型升级和经济高质量发展具有重要意义.我国低效工业用地再开发在规划管控、全过程政策衔接、二级市场高溢价、行业部门联动等方面存在政策难点.文章通过对天津、深圳、上海、北京等城市现行低效工业用地再开发政策的比较分析,得出低效工业用地再开发政策主要由规划编制与管控、盘活利用、土地管控、全生命周期管理等 4 个核心环节政策构成.文章据此提出完善规划编制与管控方式、建立全过程的政策链条、完善土地价格核算机制、加强政策融合集成等方面建议,以期为完善低效工业用地再开发管理政策提供借鉴.
Abstract
Exploring policies for the redevelopment of inefficient industrial land is of great significance in promoting the efficient and intensive use of industrial land,facilitating industrial transformation and upgrading,and promoting high-quality economic development.The inefficient industrial land redevelopment in China faces policy difficulties in planning and control,policy coordination throughout the entire process,high premiums in the secondary market,and industry sector linkage.The article compares and analyzes the current policies for the redevelopment of inefficient industrial land in cities such as Tianjin,Shenzhen,Shanghai,and Beijing,and concludes that these policies mainly consist of four core elements:planning and control,revitalization and utilization,land management,and full lifecycle management.Therefore,the article suggests improving the planning and control methods,establishing a policy chain throughout the entire process,improving the land price accounting mechanism,and strengthening policy integration,in order to provide reference for improving the management policies of inefficient industrial land redevelopment.
