产业用地更新土地政策支持探索——以苏州市为例

产业用地更新是城市更新的重要组成部分,但现行土地政策法规与产业更新实施之间仍存在一定壁垒.苏州市作为全国制造业百强市第二,拥有大规模的存量产业用地和深厚的潜力.经过近 15 年的产业用地更新实践,苏州市形成了丰富的创新性土地政策举措.本文基于苏州市产业用地更新的发展模式及其面临的问题与挑战,重点总结了苏州市支持产业用地更新的土地政策实践经验,并提出了进一步完善的对策建议.
Exploring land policy support for industrial land renewal:a case study of Suzhou
The renewal of industrial land is a crucial component of urban revitalization,yet there are still certain barriers between the current land policies and the implementation of industrial renewal.Suzhou,ranked second among the top 100 manufacturing cities in China,possesses a large stock of industrial land with significant potential.Over nearly 15 years of practice in industrial land renewal,Suzhou has developed a wealth of innovative land policy initiatives.This paper is based on Suzhou’s development model of industrial land renewal and the challenges it faces,focusing on summarizing Suzhou’s practical experience in supporting industrial land renewal through land policies and proposing recommendations for further improvements.
