产业高质量发展导向下的工业用地控制线规划路径研究——以"东阳市工业用地控制线规划"为例

立足工业空间发展存在的问题以及产业高质量发展的总体目标,以"东阳市工业用地控制线规划"为例,结合工业用地保护利用的相关理论和国内外城市实践经验,从空间特征、产业业态、用地绩效等方面对东阳市工业用地进行分析,系统构建了从"用地总量控制—划定任务分解—工业用地评价—分级分类划定"的工业用地控制线规划技术路径.在此基础上总结提炼了产业空间优化布局导向下的控制线划定策略以及产业用地提质增效要求下的控制线管控策略,提出相关配套政策建议.探索建构一个涉及各方面的专业管理体系,以期为今后工业用地控制线的划定与管理提供有益借鉴.
Research on the planning path of industrial land control line under the guidance of high quality industrial development:taking"Dongyang city industrial land control line planning"as an example
Based on the problems existing in the development of industrial space and the overall goal of high-quality industrial development,this article takes the"Dongyang City Industrial Land Control Line Planning"as an example,and combines relevant theories of industrial land protection and utilization with domestic and foreign urban practice experience to analyze the industrial land in Dongyang City from the aspects of spatial characteristics,industrial formats,and land performance.The system constructs a technical path for industrial land control line planning from"total land use control-task decomposition-industrial land evaluation-classification and delineation".On this basis,the control line delineation strategy under the guidance of optimizing industrial space layout and the control line management strategy under the requirements of improving the quality and efficiency of industrial land were summarized and refined,and relevant supporting policy suggestions were proposed.Explore the construction of a professional management system involving various aspects,in order to provide useful reference for the delineation and management of industrial land control lines in the future.
