产业用地综合价值体系构建的探索研究

摘要
为促进产业用地资源要素在实体经济生产中的良性健康循环,解决产业用地成本高的难题,本文重新审视产业用地具有的公共资源属性和承担的生产要素载体功能,设计产业用地综合价值实现的顶层逻辑,探索价值与绩效联动的路径,构建一套适应产业用地资源要素的综合价值体系,并进一步提出技术改进方向与实施举措建议.
Abstract
In order to promote the healthy cycle of industrial land resources in the economy production,and solve the problem of high cost of industrial land,this paper re-examines the public resource attribute of industrial land and the carrier function of production factors assumed by industrial land,designs the top-level logic for realizing the comprehensive value of industrial land,explores the path of the value and performance linkage,constructs a set of comprehensive value system adapted to the elements of industrial land resources,and further proposes the direction of the technical improvement and implementation measures.
