Land support for rural revitalization by comprehensive land consolidation:mechanism and strategy
Land is the most fundamental element guarantee for rural revitalization.The comprehensive land consolidation,which regards the regional land space as an organic whole,focusing on the overall protection,systematic restoration,and comprehensive management of all elements such as mountains,rivers,forests,fields,lakes,grass and villages,has positive practical significance for changing the"scattered and disorderly"rural land use and supporting the land elements for rural revitalization.In this paper,the internal mechanism of comprehensive land consolidation to ensure the land elements for rural revitalization are analyzed,which is manifested in the systematic coordination of rural revitalization goals with the"mountains,rivers,forests,fields,lakes,grass and villages",the effective integration of engineering construction and institutional innovation to ensure land supply,and the improvement of targeted land use security by solving practical problems.And the strategic suggestions are put forward:adhere to systems thinking,realize space reconstruction;adhere to government leadership and ensure overall planning efforts;adhere to the principle of villagers as the main body and stimulate endogenous motivation;adhere to adapting measures to local conditions and highlight the effectiveness of rectification.
