Mechanism of Ecological Compensation of Wetland Protection in Songhua River Basin
In the present research,Songhua River basin is taken as an example to study the mechanism of ecological compensation for protecting the wetland.The mechanism of wetland ecological compensation was investigated via analyzing the ecological status of Songhua River Basin and successful cases of ecological compensation.The compensation contents include returning farmland to wetland,development and reconstruction,close and legislation,mitigation banking,in-lieu fee mitigation,and permittee-responsible compensatory mitigation.Some issues such as the subject and object of compensation,the mechanism of financing and payment,the settlement of the habitants,and the compensation charges should be concerned during the process of the ecological compensation.Moreover,some suggestions are also provided for the protection and management during the late stage of wetland restoration.The results will provide the scientific basis for the wetland protection and ecological restoration of the Songhua River Basin.
